wow. I don't know what to say. We don't have a way to make that wind effect either, do we?
We'll probably just have to change the level to accommodate the normal springs in NSMBW.. it will essentially be the same gameplay as that level, just the tiles will be in different places or there will have to just be a lot more springs. I don't know, maybe we can hack the springs to shoot Mario higher..

I made the level 1:1 with the original, which used the grey tileset, as seen here
Also, I did not include the wind
I suppose we could put the wind in, but it would just be like the wind in this level:
