New members don't have access to the download center, so he probably can't see it. We manually allow members access to it.
emmanoelbs, you've made a few posts around and seem interested, so I gave you access to it. You should now see a section called "Download Center", just below "Announcements" at the top of the page. It contains updated download packs of everything we're using so far. Just please don't share these files anywhere outside of these forums!
